Better yet would be a "layer" for seaplane pilots that includes those things. Does one exist anywhere?

Don,

I'm not aware of a database of obstructions that's better or more exhaustive than the FAA one we currently use. Interesting idea making a user-maintained database, I'll think on that.

Regarding separating terrain from obstruction warnings, that didn't make 9.8, it's still on the wishlist.
