Jeff Clark's explanation is correct. It simply stops giving you warnings for those aircraft, and highlights them on the map so that you can differentiate it from the non-tracked ones. The main purpose of this was for formations -- really handy for those guys.

Hi Brian:

Okay, I'll play with it again. As I wrote initially, it seemd to me that it actually froze the Target in place. (on 19b)
