Not a bad idea, separating the selection process from the update process. The only thing I wonder is how many would be in the situation of wanting two different sets of states except rarely. "How many" is always an enhancement consideration.
There are two other update methodologies I've seen which might get more use. One is overlapping updates where new charts can be downloaded a few days before they become current, with the system holding them until their effective date and then deleting the expired ones. That would allow more casual updating than the mad rush on the morning of a flight on the change date (like today!).
The other is updating only changed charts. That's especially useful for updating Terminal procedures (which are coded that way in the FAA database). In the apps I've seen that one, it significantly shortens the time it takes to update charts.
