Yes! Do it! Screen is a little better, battery life is better, main thing for me in my C182 is that I don't have to use the remote Gps unit any more. With the first Gen Nexus 7 (yoke mount) I would loose the gps on climb often unless I used the bluetooth gps on the glareshield top. Signal was blocked by the metal I guess. DrivenGPS has the 32Gig now for $200. they call it Refurbished. Mine was brand new in a brown no name box It was $170 a couple months ago. Love it.

Does it make a difference to the IFly program if the tablet has wi-fi only or wi-fi and LTE?

iFly works fine with WiFi only. Mine is both, but I don't have a 3G subscription, so I'm using WiFi only on the Nexus7(2013).
