Ironically, I think that may be part of the reason why traffic is only available when ADSB transmitters ping it. The FAA wants aircraft to have ADSB -out capability, so this is part of the carrot/stick approach. "Install an ADSB receiver, and you get a carrot (free weather radar). But if you don't install an ADSB-out transmitter, we'll hit you with the stick (by not broadcasting traffic to you)".
I don't actually know for sure if that's the rationale, but it could be.
