To see the traffic, you need the ground towers to be transmitting traffic info to you, or airborne planes transmitting their squawks directly.
To get the ground transmitters to transmit, you need to "wake them up" with your own ADSB-out signal.
To hear directly from another aircraft, it has to be transmitting ADSB-out on the same frequency as your ADSB-in receiver.
If you're not transmitting ADSB-out, you're not going to get comprehensive and reliable traffic info. (Even if you *are* getting traffic data from an ADSB tower, it won't necessarily show you _all_ targets ATC is tracking. I've gotten numerous traffic advisories for targets that didn't show up on my display, even though other targets were present.)
