Perhaps there is an easier method. Could you create a selection of "regions" at the top of the list which would then automatically select all of the related files? Each region would be a fixed collection of states by AP. So if the user selects a particular region "Northeast" for example, all the related sub-files are checked. If they want something else they can use the existing selection process.
Normally it's not a big deal the way it is now but I've had a few instances where there is a large update and I'm under a time constraint. So now I have to manually search the list and make the relevant selections with the possibility of inadvertently missing something.
