Missing DC Plates Bug

I recently learned in flight that the IFR plates for Manassas airport were not downloaded. I confirmed that Virginia was green and up to date to include plates. It seems that the updater is not including DC area airport plates unless Maryland and Delaware are added even though the airport is in Virginia.

This software bug still exists with the latest update. The updater is not including the DC plates when selecting Virginia thus missing airports like Manassas and Washington Dulles. The DC area plates are only downloaded if Maryland is selected.
