Does the IFly 520 have in and out capability?

As in ADS/B capability? No.

You would need a seperate in receiver (commonly used are stratux, stratus, and astrolink)

You'd also need an out transmitter (tail/skybeacon etc)

HOWEVER - if you are in an experimental/LSA, there is the Echo/SkyFx transciever that's both, and the least expensive option for 2020 compliance!
