Has anyone figured out how to Activate a Loaded IfrChart, some times the IfrChart Loads but does not always Activate; when IfrChart Loads but then the IfrChart does not Activate there seems to  be no way to Activate the LoadedIfrChart. The Manual 10.2 is clearly wrong on this issue; it is clear no one has tested the step by step procedures listed in the Manual, I'm using the iFly program on a Samsung Tablet8, but don't see any reason why that would be the problem?

I'm a little confused by your terminology.  You talk about "loading" and "activating" IFR charts, but I only know how to view or hide charts. 

One can also load the flight waypoints associated with an IFR approach (or arrival or departure) into a flight plan...is that what you're really talking about?  (Usually people talk about "loading and activating an approach" to describe this activity.)

Assuming that's what you're talking about, then once the approach is loaded, you "activate" it by telling iFly to "Go Direct" to whichever fix or waypoint you want to start the approach from.  That's a little different from how you truly "activate" an approach on a panel-mounted GPS like a Garmin GNS 430W or 650, or an Avidyne 440 or 540.

To do that, open the Flight Plan, tap the rectangular icon to the right of your approach name to expand the procedure and reveal all the waypoints associated with the approach, and then tap the blue "D>" icon to the right of the waypoint name.  (If you choose a waypoing in the middle of the approach, it will remove the intermediate waypoints from your flight plan.  If you need to restore those other waypoints later, you can open the flight plan and tap the yellow "Restore" button in the upper-right corner of the window.)

If that's not what you're talking about, please list the menu choices you are making to "load your chart" so we can better understand what you are trying to do.
