Figured it out with a suggestion from support. They said -----

You may need to go into the tablet settings and 'allow' iFlyGPS to track your location.This is so the app can access the GPS feature on your tablet.

So it's not the "Tablet settings" as far as location goes but the specific app settings.

Below is what I did

Settings>Apps>iFlyGPS>Permissions---- Turn on Location

Thanks for reporting back! I was not aware that was a requirement (or maybe I got asked that question at install time, and answered "yes" without remembering that I did that).
