Jim, what kind of smartphone do you have? You might want to check with your service provider and see what phones are available with hot spot feature. My wife and I both have Verizon Motorola Droid Maxx phones and a 10 GB shared data plan. We also both have a WIFI only Nexus 7 (2013). We use the hot spot feature all the time when not at home. With Verizon, it is no additional cost with the shared data plans. Sorry, if you already know all this. Not trying to sound condescending at all.

Before you put too much effort into this, you might try some in-flight testing to see how well your phone maintains a data connection en route. You'll likely be disappointed.

(Note also that operating your cell phone network radios in flight is a violation of FCC rules.)

The FCC does phrobit the use of cell phones in aircraft when at altitude. This is due to the network disruption of fast moving signals and the amount of towers that are hit at the same time when the cell phone is at altitude.

Exactly. That's why you need an ADS-B device if you want in-flight weather. If you don't need the traffic information, an ADS-B in device is not very expensive.
