 I would like ADSB but don't want to invest a lot of money. I use the iFly GPS with a iPad mini. What hardware do I need. Just the Stratux? Does it do both in and out?

No, Stratux does NOT supply ADSB out. 

IFly has some ADSB out devices: https://www.iflygps.com/Store/ads-b-transceivers-receivers

I've heard the tailBeacon, and skyBeacon are about the least expensive when purchase price AND installation costs are considered.

It also very much depends on what kind of airplane you're flying! Experimental/LSA is going to be the least expensive, because certified aircraft have that fun TSO tax for the exact same unit. Gotta love it!

Least expensive unit with in and out is going to be the Echo/SkyFx transceiver, but that's only for LSA/EXP. 

For certified, you're looking at a SkyBeacon wing light replacement paired with a Stratux or AstroLink
