You are absolutely correct. I just checked with all myiPad EFBs (in addition to the status tool):

ForeFlight - connected
FlyQ - connected
WingX Pro - connected
Aerovie - connected
FltPlan - connected
iFlyGPS - not connected

I know it worked as recently as the initial iOS 12 build which caused ForeFlight to crash.

Try Shaun's suggestion and move the GPS Puck and see if you get a signal.  Last night, I tested this again at home and was able to get a 3 bar signal using the puck where my wifi connection provided a 1 bar signal. As soon as I lost positioning, I switched to the GPS Tool and saw excellent to good signal strength. When I switched back to IFLY, I had a 3 bar signal. So I proceeded to walk around and every time I lost the signal on IFLY I pressed the home button on the ipad and checked the GPS Tool, saw a good signal and when I returned to IFLY, it showed a 3 bar strength.  I thought I had something.  So then I eliminated the GPS signal completely, and everytime I left IFLY using the home button I had a 3 bar signal on IFLY when I returned.  I tested this same scenario using just my wifi connection and it behaved the same way. Instead of a 3 bar signal, it was a 1 bar signal.  So that is really confusing. I dont know if that is intended or if that is a bug. My final test last night was to switch back to using the puck and when I lost signal, wave the puck around in a circle over my head...and I was able to get the signal back in a few seconds, but it also came back occasionaly without any movement..

When I first tried the gps puck, I got nothing with IFLY...so I'm not sure what is going on. My next test with be controlled flight with a test script. On my previous flight test I did not have a flight history log generated..maybe because movement wasn't detected.   I think all this willl be resolved when IFLY fixes the know GPS issue with IOS.

  Just as an FYI, the test I noted above in which every EFB except iFlyGPS showed it was connected to the unitt? Same location, within seconds of each other. And I'm not talking about whether or not it shows a location. That can be irrelevant. iPad apps, including iFly will show a location without a GPS feed, based solely on somehting that is basically WiFi triangulation. I'm talking about the app showing it is connected to the device, as in, for iFly, Menu | About | Connected Devices. 

I guess iFly could be saying it is not conneted to a BlueTooth device at all when it is not in motion, but that would be pretty unusual and, I think, a bad idea. I usually like to make sure thigs are connected before I take off.

The GPS Receiver also comes with a useful GPS Status Tool app. Do you connect via WIFI or Bluetooth.
