IFR is an add-on. Multi-platform is another add-on.

"Do you have more than 2 devices? Select the "Multi-Platform Upgrade" option! Then you can share this subscription across 4 iPads/iPhones, Android phones and tablets, Windows devices and iFly Aviation Portables. The base subscription supports up to two devices, on one platform."

Your subscription is good for up to 2 devices on the same platform. So 2 iOS devices, or 2 Android devices, or 2 Windows devices, etc. You cannot mix-and-match platforms unless you have the Multi-Platform option. If you get that option, your total goes from 2 devies to 4, and let's you mix-n-match platforms.
