Perhaps it's no longer a TFR?
Disney World is noted as a TFR,Though you have to click on the red shaded airspace ringed by a red circle to find out: 
but Disneyland has this:
And nothing happens with regard to the Disneyland airspace if you click on the non-yellowed circle.
Both my Win10 desktop and 740 show the "No flight below 3000" area with the yellow urban area color removed. 
None the less, I agree that if this is EFFECTIVELY A PFR (Permanent Flight Restriction) area it should be noted more prominently than it is.
