Based on doing Simulation mode at home, I can see that part of the problem was that I had Terrain Highlights selected as one of my Map Layers. In my original post, I was conflating both the flashing of the terrain and the terrain warnings. Looking back, I realize the terrain warnings were not so constant, but along with other e.g. Traffic), it seemed like I was getting a lot of warnings.
I just set the mode to solid and I actually like that. In fact, I may set Terrain Highlights back on as a Map Layer.
