I have a Verizon phone using a Samsung Galaxy S4 with the minimum data plan of 500 mb. Moble hot spot is a no cost user option it's located at --Easy Settings--More Settings--More Networks--Mobile Hot Spot--ON/OFF. There is no subscription cost, but the service uses Data from your plan'
