I suspect most people who can afford to own and operate an aircraft can afford to install ADS-B out. Certified units are becoming less expensive every day. However, if you don't want to install ADS-B out, you can still fly if you stay out of the airspace that requires ADS-B out (similiar to flying without mode C).
ADS-B out is simply a step forward in the progress of trying to maintain aircraft separation in our shared and increasingly busy and complex airspace. There will always be those who resist progress and long for the "good ole days."
