Went to Downloads and found the downloaded file
Tapped on the file and and get message "can't open file"

I had similar trouble. In past Android versions, tapping on an .apk file got you an option to install (assuming you had enabled 3rd party installations in the settings), but I didn't get that with my new phone.
There may be an easier workaround, but here's how I solved it. I use "Total Commander" as my file management app, but similar apps can probably do this too. Go to Settings > Apps > Total Commander (or whatever you use for file mgmt), then set "Install Unknown Apps" to "Allowed". I then launched Total Commander, navigated to my Downloads folder (where'd I'd saved the iFly .apk file), tapped on the .apk file, and then followed the prompts to allow it to install.
I tried changing the Chrome settings to allow installing unknown apps thinking that would let me tap on the .apk and install it immediately after downloading it with Chrome, just like I used to do with past Android versions, but that didn't work for me so that's when I tried the Total Commander approach.
