Actually, they have all been converted and are available now. It's simply because they have not expired, why they are not being updated. You can remove or delete those states on the App, then re-download them and you'll get the newer charts.
We've talked about pushing a "forced update" out that would initiate a download of all installed charts, but there is some complexity to doing that with prior iFly App versions, etc. More to come on that.
For now, you can just remove those old charts by selecting the states and deleting them, then re-select and download them again. Thus pulling in the newer sharper charts. I'd recommend doing this on a Wi-Fi network as it will chew up some mobile data. I hope this helps.
